The Story of Kazakh Villagers Opposing a Chinese Cement Plant
2019 nián 年 dào 到 2024 nián 年 ， hā sà kè sī tǎn 哈萨克斯坦 yí gè 一个 xiǎo 小 cūn zhuāng 村庄 de 的 cūn mín 村民 yīn wèi 因为 zhōng guó 中国 shuǐ ní 水泥 chǎng 厂 dài lái 带来 de 的 wū rǎn 污染 hé 和 jiàn kāng 健康 wèn tí 问题 ， jué dìng 决定 xiàng 向 fǎ yuàn 法院 tóu sù 投诉 。
From 2019 to 2024, villagers in a small village in Kazakhstan decided to file a complaint to the court because of pollution and health problems caused by a Chinese cement plant.
tā men 他们 xī wàng 希望 gōng chǎng 工厂 néng 能 bān zǒu 搬走 huò zhě 或者 guān bì 关闭 。
They hoped the factory would move away or shut down.
gāng 刚 kāi shǐ 开始 ， fǎ yuàn 法院 zhī chí 支持 le 了 cūn mín 村民 ， rèn wéi 认为 gōng chǎng 工厂 lí 离 jū mín qū 居民区 tài 太 jìn 近 ， bù 不 fú hé 符合 guī dìng 规定 。
At first, the court supported the villagers, believing the factory was too close to the residential area and did not meet regulations.
dàn shì 但是 hòu lái 后来 ， zhèng fǔ 政府 gǎi biàn 改变 le 了 guī dìng 规定 ， ràng 让 gōng chǎng 工厂 kě yǐ 可以 jì xù 继续 zài 在 yuán dì 原地 gōng zuò 工作 。
But later, the government changed the rules, allowing the factory to continue operating in its original location.
zhè ge 这个 shuǐ ní 水泥 chǎng 厂 shì 是 zhōng guó 中国 hé 和 hā sà kè sī tǎn 哈萨克斯坦 hé zuò 合作 jiàn shè 建设 de 的 xiàng mù 项目 zhī yī 之一 ， gěi 给 dāng dì 当地 dài lái 带来 le 了 hěn 很 duō 多 gōng zuò 工作 jī huì 机会 。
This cement plant is one of the projects jointly built by China and Kazakhstan, bringing many job opportunities to the local area.
suī rán 虽然 yǒu xiē 有些 cūn mín 村民 yīn wèi 因为 wū rǎn 污染 bān zǒu 搬走 le 了 ， dàn 但 yě 也 yǒu 有 hěn 很 duō 多 rén 人 yīn wèi 因为 gōng chǎng 工厂 yǒu 有 le 了 gōng zuò 工作 。
Although some villagers moved away because of pollution, many others found jobs because of the factory.
zhè ge 这个 gù shì 故事 gào sù 告诉 wǒ men 我们 ， jīng jì 经济 fā zhǎn 发展 hé 和 huán jìng bǎo hù 环境保护 yǒu shí hòu 有时候 hěn 很 nán 难 píng héng 平衡 。
This story tells us that economic development and environmental protection are sometimes hard to balance.
