Russia may also be willing to agree to a ceasefire if the front line is monitored.
To carry out this plan, Russia, Ukraine, China, India, and countries such as the United States would all need to agree and clearly define the peacekeepers' duties and safety rules.
The peace process would also need to address difficult issues such as territory, security, and economic restrictions, but reducing conflict in key areas first could create conditions for further negotiations.
