The US recently issued a new license allowing American companies to participate in oil and gas projects in Venezuela, but with conditions: related contracts must be handled under US law, and energy transactions with Russia, Iran, North Korea, Cuba, China, and other countries are prohibited.
Some interpret this to mean that Venezuelan energy companies may be restricted from doing business with China.
Russian Foreign Minister Lavrov also complained that Russian companies are being "pushed out" of Venezuela.
Trump also said that India agreed to reduce its purchase of Russian oil and buy American oil instead, and might also buy Venezuelan oil during trade talks with the US.
If China really cannot buy Venezuelan oil, India might buy the 642,000 barrels per day of Venezuelan oil that China imported on average last year.
This is equivalent to a large portion of the oil India buys from Russia, which could help India reduce its Russian oil imports faster and cause Russia to lose a lot of money.
The US is also watching whether India continues to buy Russian oil directly or indirectly.
