This could reduce misunderstandings and prevent one side from mistaking an accidental incident for an attack by the other government.
Because competition between the two countries in the technology sector is very intense, deep cooperation will be difficult in the short term.
However, if both sides can exchange information about risks and safety experience, that would still be an important first step.
