On July 17, 2026, Xi Jinping delivered a speech at the World Artificial Intelligence Conference in Shanghai.

tā他shuō说，rén gōng zhì néng人工智能huì会gǎi biàn改变gōng zuò工作、jiào yù教育、yī liáo医疗hé和rì cháng日常shēng huó生活，suǒ yǐ所以bù néng不能zhǐ只yóu由shǎo shù少数guó jiā国家huò或dà gōng sī大公司jué dìng决定guī zé规则。

He said that artificial intelligence will change work, education, health care, and daily life, so the rules should not be decided only by a few countries or large companies.

Countries should work together to establish a fair system of global governance.

tā他tí chū提出sì diǎn四点：kāi fàng开放hé zuò合作，ràng让gèng duō更多rén人dé dào得到hǎo chù好处；zhù yì注意fēng xiǎn风险，ràng让rén gōng zhì néng人工智能ān quán安全bìng并yóu由rén人kòng zhì控制；zūn zhòng尊重bù tóng不同guó jiā国家de的wén huà文化；jiā qiáng加强guó jì国际hé zuò合作，zhī chí支持lián hé guó联合国hé和fā zhǎn zhōng guó jiā发展中国家。

He proposed four points: promoting open cooperation so that more people can benefit; paying attention to risks so that artificial intelligence remains safe and under human control; respecting the cultures of different countries; and strengthening international cooperation while supporting the United Nations and developing countries.

zhōng guó中国hái还tuī dòng推动chéng lì成立shì jiè世界rén gōng zhì néng人工智能hé zuò合作zǔ zhī组织，bìng并jì huà计划zài在wǔ nián五年nèi内wèi为fā zhǎn zhōng guó jiā发展中国家tí gōng提供5000 gè5000个xué xí学习hé和jiāo liú交流jī huì机会，yě也huì会bāng zhù帮助30 gè30个guó jiā国家shǐ yòng使用rén gōng zhì néng人工智能tiān qì天气yù jǐng xì tǒng预警系统。

China is also promoting the establishment of a World Artificial Intelligence Cooperation Organization. It plans to provide 5,000 learning and exchange opportunities for developing countries within five years and will also help 30 countries use artificial-intelligence weather-warning systems.

These actions may enable more countries to participate in making the rules.

However, clearer solutions are still needed regarding personal information, the impact of artificial intelligence on jobs, environmental issues, and military use.

wèi lái未来，rén gōng zhì néng人工智能yīng gāi应该bāng zhù帮助quán rén lèi全人类，ér而bú shì不是dài lái带来gèng更dà大de的chā jù差距。

In the future, artificial intelligence should help all humanity rather than create greater inequality.
