He said that artificial intelligence will change work, education, health care, and daily life, so the rules should not be decided only by a few countries or large companies.
Countries should work together to establish a fair system of global governance.
He proposed four points: promoting open cooperation so that more people can benefit; paying attention to risks so that artificial intelligence remains safe and under human control; respecting the cultures of different countries; and strengthening international cooperation while supporting the United Nations and developing countries.
China is also promoting the establishment of a World Artificial Intelligence Cooperation Organization. It plans to provide 5,000 learning and exchange opportunities for developing countries within five years and will also help 30 countries use artificial-intelligence weather-warning systems.
These actions may enable more countries to participate in making the rules.
However, clearer solutions are still needed regarding personal information, the impact of artificial intelligence on jobs, environmental issues, and military use.
In the future, artificial intelligence should help all humanity rather than create greater inequality.
